Fighting For the State We Deserve

I’ve spent my career working to make government more equitable, transparent, and accountable because I believe public servants should actually serve the public. As a public school teacher, I saw firsthand how policy decisions made far from the classroom shape the lives of kids and families. As Senior Policy Advisor for Mayor Lori Lightfoot, I led efforts to expand housing, strengthen worker protections, and rewrite Chicago’s Welcoming City Ordinance to protect immigrant families.&nbsp; I’m running for State Representative of the 12th District because the fights that matter most, the ones that determine whether Illinois families are safe and thriving, are happening at the state level. While the federal government attacks our rights and freedoms, Illinois has the power to push back: to protect and expand LGBTQ+ and reproductive rights, defend immigrants, and ensure our state is a place for opportunity and safety for everyone.&nbsp; We can’t wait for Washington D.C. to fix what’s broken, and we can’t accept the status quo. I know we can do better. We need to build an Illinois that works for everyone, with an affordable cost of living, great schools, and a government that earns the public’s trust. That’s the kind of leadership I will bring to Springfield.&nbsp;<h3>Cost of Living</h3>Housing in Illinois has never been less affordable. Families are being priced out of their neighborhoods or stuck in homes that no longer meet their needs.&nbsp; This is a crisis, and the General Assembly must treat it like one. I will support policies that:<ul><li>Streamline housing approvals to cut red tape and reduce transit costs</li><li>Expand affordable housing near transit, making it easier for working families to live where they work</li><li>Fast-track affordable workplace housing developments that meet state standards</li></ul><h3>High Quality Public Schools</h3>Public education is one of Illinois’ great responsibilities, but too often, it’s disrupted by political infighting and short-term thinking. I believe in putting students first by supporting teachers who shape their futures. I will support policies that:<ul><li>Cut bloated administrative costs, moving excess overhead costs out of the back office and into the classroom</li><li>Enact a statewide ban on cell phones during school hours</li><li>Secure funding to implement the statewide literacy plan adopted in 2023 and support efforts to promote research-supported literacy instruction</li></ul><h3>Community Safety</h3>Every community deserves to feel safe. That means addressing the root causes of crime while ensuring law enforcement has tools, training, and resources to serve equitably and effectively. I will support policies that:<ul><li>Invest in community safety programs that support families and youth to prevent crime before it happens</li><li>Expand mental health and substance use treatment to reduce repeat offenses and support recovery</li><li>Strengthen gun enforcement by giving the Illinois State Police the resources needed to keep firearms out of the wrong hands</li></ul><h3>Rights and Freedoms</h3>Illinois must be a state where everyone can live freely and safely, no matter who they are, where they come from, who they love, or how they identify. I will support policies that:<ul><li>Ensure that immigrant families can assert their rights in the face of politicized immigration enforcement by establishing state-funded legal defense for immigrants facing deportation proceedings</li><li>Protect and expand reproductive and LGBTQ rights,&nbsp; standing up to federal overreach that would threaten our freedoms</li></ul><h3>Trust in Government</h3>Illinois can only move forward if people trust the government again. I'm committed to restoring integrity, transparency, and fairness in Springfield. I will support policies that:<ul><li>Empower the Inspector General to hold elected officials accountable and fully investigate misconduct</li><li>Enact public financing of campaigns so candidates can answer to voters, not special interests</li><li>Ensure transparency at every level of government so the public can see how decisions are made and money is spent</li></ul><h3>Public Finances</h3>Illinois must manage taxpayer dollars responsibly, balancing commitments to workers and retirees while investing in education, infrastructure, and the future. I will support policies that:<ul><li>Thoughtfully steward Illinois’ finances to solid ground through responsible pension consolidation and shifting to smarter investments</li><li>Build long-term sustainability by bringing together labor, government, and taxpayers to find a sustainable path forward</li></ul>

Mac LeBuhn is a dedicated public servant, teacher, and attorney running for Illinois’ 12th District State Representative.As Senior Policy Advisor and Legal Counsel in City Hall, Mac helped pass initiatives to build new housing, strengthen worker protections, grow Chicago’s economy, and make city government more transparent. He also played a critical role in rewriting Chicago’s Welcoming City Ordinance, strengthening protections for immigrant families across the city.Mac began his career as a public school teacher, where he saw firsthand how policy decisions made far from the classroom impact families and communities. Today, he’s a partner at the law firm Bartlit Beck and an adjunct professor at Northwestern University, where he teaches legal ethics and underscores the importance of integrity in public service. A proud graduate of Northwestern University, Mac earned both his bachelor’s degree in political science and philosophy and earned his law degree magna cum laude.&nbsp; He lives in Lincoln Park with his wife and two young children, where he also serves as commissioner of Chicago’s finest toddler tee-ball league.

Mac LeBuhn has spent his career fighting to address the complex challenges facing our community by demanding better public schools, more housing, a responsible government, and more competitive elections. Now, he’s running to represent Illinois' 12th District as State Representative.

<h2>Give Chicagoans Detained by ICE Access to Immigration Counsel</h2>More than two-thirds of immigrants facing deportation lack access to an attorney, a basic American right.&nbsp; As we have seen widespread dragnets that sweep up people without judicial warrants or even demonstrated threat to public safety, legal representation is critically important to ensure people can defend themselves from false or inappropriate charges from the federal government. When individuals have access to an immigration attorney, their likelihood of deportation is cut in half. Mac supports Illinois recruiting more attorneys from the nonprofit sector, public defenders, and elsewhere to ensure that everyone in Illinois facing deportation has access to legal representation.

<h2>Fund a Community Defense Task Force</h2>Chicago neighbors, organized through community defense and grassroots organizations, are one of the most powerful checks on ICE abuses. Illinois should provide more resources for Know Your Rights trainings, community support organizations, and other grassroots efforts leading the charge in coalition building and rapid response networks to keep our communities safe.

<h2>Block Uninvited National Guard Deployments into Illinois</h2>States have the right to determine when and how the National Guard is deployed. President Trump has ignored this and put the hardworking men and women of the national guard into his political project against the will of families and businesses alike.&nbsp; Multiple states are introducing laws to block the deployment of other states’ National Guard units from entering their state without the governor’s approval. Illinois needs this protection so Trump can’t do this again.&nbsp; At least six Republican-led states, Texas, Oklahoma, Idaho, Kansas, South Carolina, and North Dakota, all have these statutes in place. Washington state passed a similar law last year, and more states are introducing legislation in the wake of Trump’s threats of militarization.

My name is Mac LeBuhn. After a career of delivering change, I’m running to be the State Representative for Illinois’ 12th District. I’ve taught in public school classrooms, battled in City Hall to demand affordable housing and to clean up government, and now argue in courtrooms for fairness and accountability. When I’m not in court, I’m raising two kids in the district.&nbsp; With the Trump administration attacking everything from public education to public health, it is more important than ever that Illinois shows that progressive government can deliver results.Instead, we hear too little about results and too much about political infighting over issues like good schools, our cost-of-living, and safe neighborhoods.&nbsp;That has to change.

<h2>Establish an Interstate Defense Compact</h2>Similar to the Reproductive Freedom Alliance that was created in response to the Trump court’s attack on a woman’s reproductive freedom, Illinois should lead a group of governors and other state leaders to establish an interstate compact to strategically coordinate against federal overreach on immigration. Under the compact, states will coordinate accountability efforts, such as the Illinois Accountability Project, to track and document unlawful federal conduct across state lines, identify patterns of misconduct, and monitor agents.&nbsp; Member states will share information and evidence as well as participate in joint litigation to block unlawful actions, further strengthening and protecting our rights under the 10th Amendment.

Mac supports Illinois standing alongside other states affected by federal immigration overreach to coordinate on defense and share resources.

<h2>Stop ICE and CBP Officers From Hiding Behind Masks</h2>Right now, federal officers are emboldened to break the law and harass and assault Americans by hiding behind masks. This un-American practice must end. Mac supports federal and state efforts to require federal immigration officers to stop wearing masks, to maintain body cameras that keep a record of interactions with residents, and to end enforcement actions near sensitive locations, like churches, schools, and courthouses. ICE and CBP must also follow use-of-force standards, such as placing an officer involved in a shooting on leave until an investigation is completed.

Mac supports federal and state level efforts to follow basic best practices, like ending the practice of mask-wearing and maintaining body cameras.

<h2>Establish a Special Prosecutor to Hold Lawless Agents Accountable</h2>State and federal law allow state prosecutors to bring charges against a federal agent if the officer engages in a reckless assault or other conduct outside of what the job requires. These prosecutions are rare because most federal agents adhere to the law and their training, but given the unprecedented lawlessness and abuse of power by President Trump’s immigration agents, this is a necessary response.The legislation will give the Illinois Attorney General the power to investigate these crimes alongside state and local law enforcement and provide resources for investigators, prosecutors, and other staff needed for these complex prosecutions.

Mac will introduce a law establishing a dedicated department within the Office of the Illinois Attorney General to investigate possible crimes involving federal agents.
